GREENHOUSE 2007 provides a valuable opportunity to bring together Australia’s foremost scientific, business, community and government leaders to forge new partnerships and solutions to help avoid dangerous climate change, adapt to climate change that is already occurring, and to raise community awareness of this important global and local issue.
Climate change is emerging as a major risk management issue to our environment, our communities, and our prosperity, and presents new challenges as well as new scientific, social, environmental and economic opportunities.
Early action to tackle climate change must be taken by Governments, business, the science community and the general community.
The New South Wales Government was the first Australian Government to announce long term targets which aim to reduce greenhouse gas emissions to 2000 levels by 2025, and 60% reduction by 2050. The Government released its Greenhouse Plan in 2005. The Plan highlights how New South Wales will begin meeting these targets by raising community awareness, introducing climate change adaptation measures, and reducing greenhouse gas emissions. Implementation of the commitments in the Plan is proceeding.
The Government strongly supports market based approaches to the reduction of greenhouse gas emissions. The world’s first carbon rights legislation to allow the separate ownership, sale and management of carbon sequestration in forests was introduced in NSW in 1998, and the world’s first mandatory greenhouse gas emissions trading scheme, the Greenhouse Gas Abatement Scheme, was introduced in 2003. Over the past two years NSW has chaired the National Emissions Trading Taskforce which includes all Australian State and Territory Governments and is developing proposals for a national emissions trading scheme.
In 2007 the Intergovernmental Panel on Climate Change will release its fourth major Assessment Report on Climate Change. GREENHOUSE 2007 could not be more timely. The NSW Government commends the CSIRO for its foresight and commitment in holding GREENHOUSE 2007.

Climate change has become a significant issue in policy considerations. Its impacts are likely to affect the broad range of sectors of the economy, in particular those such as agriculture which are heavily reliant on natural resources. The size and scope of the impacts remain beyond our grasp but the threat is very real.
In response to this threat, the Australian Government released the National Agriculture and Climate Change Action Plan 2006-2009. This Plan is an agreement by the Australian governments to develop a co-ordinated framework for climate change policy in agriculture to contribute to the development of a sustainable, competitive and profitable agricultural sector into the future.
It provides governments and research and development (R&D) organisations with a practical tool to develop effective and efficient policies to overcome the challenges imposed by climate change.
This conference provides an opportunity to present some of the outcomes of the policy and subsequent R&D program which were developed and implemented through the co-operation of industry and government.

Bureau of Meteorology
The Bureau of Meteorology is a major provider of data, information and advice on climate issues relevant to Australia. The demand for this information has grown markedly in recent years, reflecting a growing concern about climate change in the wider community.
In order to help improve the climate services we provide, the Bureau conducts climate change research as part of a broader response. This research is described on the Bureau's website.
The Bureau is also responsible for the administration of the National Tidal Centre, a key national facility for monitoring sea level and sea level rise.

World Climate Research Programme
The World Climate Research Programme (WCRP), established in 1980, is a joint initiative of the World Meteorological Organisation (WMO), the International Council for Science (ICSU) and UNESCO’s Intergovernmental Oceanographic Commission (IOC). WCRP’s mission is to determine the extent to which climate can be predicted, and to determine the impact and implication of human influence on climate. To accomplish these goals WCRP identifies knowledge gaps, prioritises needs and leads world-class research into climate variability and climate change designed to meet end-user requirements and policy needs.
